Profile of Mr. S M Rezvi, Controller General of Accounts, Government of Bangladesh
Mr. S M Rezvi has been serving as the Controller General of Accounts (CGA) for the
Government of Bangladesh since October 7, 2024. With a remarkable career spanning around 29
years in public financial management, audit and accounting, he brings extensive experience and
expertise to his role.
Throughout his career, Mr. Rezvi held several high-ranking positions within the government,
playing a crucial role in promoting financial discipline, transparency, and accountability. Before
his current appointment as CGA, he served as the Deputy Comptroller and Auditor General
(Senior) (Grade1) and Deputy Comptroller and Auditor General (Accounts & Reports). He also
held the position of Director General for various audit directorates, including Commercial Audit
Directorate, Health Audit Directorate and Revenue Audit Directorate and served as Senior
Finance Controller for the NAVY, Defense Purchase, and Finance Controller at the Bangladesh
Ordnance Factory. Additionally, he served in various capacities in other offices under the Office
of the Comptroller and Auditor General (OCAG), further enhancing his expertise in financial
oversight.
During his tenure as Deputy Comptroller and Auditor General (Accounts & Reports), Mr.
Rezvi played key role on behalf of Comptroller and Auditor General (C&AG) for submitting
audit reports to the Honorable President and the Parliament. He oversaw the finalization of these
reports for the Public Accounts Committee (PAC), developed audit calendars, established
reporting formats, and provided guidance to audit teams across 17 audit directorates. As
Additional Comptroller and Auditor General (Parliament), he played a vital role in briefing PAC
members on audit observations, facilitating informed decision-making in accordance with
relevant rules and regulations. He acted as a liaison between the PAC and the Office of the
Comptroller and Auditor General (OCAG) and assisted the PAC chairman and subcommittees in
selecting discussion agenda.
As an additional role besides ADCGA (Parliament), Mr. Rezvi served as the Director of the
Secretariat Supporting Unit (SSU) for the Strengthening of the Public Accounts Committee
Project, providing essential secretarial services to the PAC and its four subcommittees. Through
these roles, he has led significant initiatives aimed at enhancing public financial oversight,
improving audit quality and implementing best practices in financial management.
Mr. Rezvi is known for his strong leadership and unwavering commitment to good governance.
His expertise in managing complex financial operations, combined with his understanding of
regulatory compliance and government expenditures, positions him as a key figure in shaping the
financial landscape of Bangladesh.
He also represented OCAG, Bangladesh on various audit missions abroad, conducting audits in
Saudi Arabia, India, USA, Nigeria, Austria, Mauritius, Brunei, Oman, Egypt, Mexico, South
Korea, Russia, and UK. His commitment to continuous learning is evident through his
participation in advanced training programs and workshops both domestically and
internationally. Notably, he has undergone leadership training at the Maastricht School of
Management in the Netherlands, performance audit training in Turkey, public sector auditing
training in Malaysia, risk-based audit training in the Philippines , training on “ How to develop
and manage human resources to deal with emerging audit issues” in Japan and participated in
various workshops and study tours in countries including Indonesia, Vietnam, Peru, Qatar, and
South Sudan. He was part of a delegation, along with Members of Parliament (MPs) from
Bangladesh, on a study tour to Sri Lanka organized by the Strengthening Public Accounts
Committee (SPAC) Project. This initiative aimed to enhance the capabilities of the Public
Accounts Committee by learning from international best practices in financial oversight and
governance.
Mr. Rezvi’s passion for learning and sharing knowledge was evident during his tenure as
Director of Administration and Training at the Financial Management Academy (FIMA). His
significant contributions to human resource development included preparing comprehensive
training calendars, revisiting training modules and organizing workshops and programs. Under
his leadership, FIMA delivered impactful training sessions for mid- and senior-level officials,
both from Bangladesh and abroad, enhancing their skills and understanding of financial
management. His efforts in fostering talent and developing expertise in the public sector were
widely acknowledged.
With a vision to modernize and enhance the efficiency of public financial management, Mr.
Rezvi is dedicated to fostering a culture of transparency and accountability in government
operations. His proactive approach and comprehensive understanding of financial management
challenges will undoubtedly contribute to the ongoing progress of the nation’s financial systems.
Mr. Rezvi holds both a Master’s and a Bachelor’s degree in Statistics from Jahangirnagar
University. On a personal note, he is married to Dr. Farhana Haque and is the proud father of two
daughters.
